POSITION: Director of Operations
OFFICE: Mayor's Office on African Affairs (MOAA)
GRADE: Excepted Service, Grade 6 (ES-6)
SALARY: $91,865.97
This is an Excepted Service position. Selected candidate must be a
District resident or establish residency within 180 days of
hire.
Current District of Columbia residents will receive priority and
advanced preference for screening and interviews.
Background
The Mayor's Office on African Affairs (MOAA) ensures that the full
range of services and resources are accessible to the District's
African community. It serves as the liaison between the District's
African community, District government agencies, and the Mayor to
improve the quality of life of the District's diverse African born
constituencies living in the District. To learn more about MOAA,

The Director of Operations reports to the Director of MOAA. The
role is responsible for participating in and supervising the
planning, directing, and coordinating of the general program
activities supported by MOAA through the various African
constituency groups and community-based organizations. The work
supports MOAA in advancing the Mayor's strategic plan and
contributes to the improvement of the quality of life of African
residents in Washington, DC.
Major Duties
- Develop and implement strategic plans aligned with the Mayor's
priorities to support African communities.
- Provide visionary leadership to advance MOAA's goals and
objectives.
- Oversee day-to-day operations of MOAA, ensuring efficiency and
adherence to policies and procedures.
- Manage budgetary resources effectively to support programs and
initiatives.
- Foster positive relationships with African community leaders,
organizations, and stakeholders.
- Organize and participate in community events, forums, and
meetings to address community needs and concerns.
- Collaborate with policymakers, District departments, and
external partners to advocate for policies that benefit African
communities.
- Monitor legislative developments and propose policy
recommendations.
- Lead the development, implementation, and evaluation of
programs and initiatives that promote the well-being of African
residents.
- Ensure programs are responsive to community needs and aligned
with MOAA's strategic priorities.
- Supervise and support a diverse team of staff members,
providing guidance and professional development
opportunities.
- Foster a positive work environment that promotes teamwork,
collaboration, and innovation.
- Serve as a spokesperson for MOAA, representing the Director in
media interviews, public speaking engagements, and community
forums.
- Respond to requests from senior leadership, Council, and the
Mayor, DC agencies and officials, with the guidance of the
Director.
- Prepare reports, presentations, and communications materials
for internal and external stakeholders.
- Identify funding opportunities and manage grant applications to
support MOAA's programs and initiatives.
- Cultivate relationships with donors and seek additional funding
sources to sustain and expand office activities.
- Perform other duties as assigned.
Competencies, Knowledge, Skills, and Abilities
- Strong understanding of issues affecting African communities,
including immigration, education, health disparities, economic
development, etc.
- Excellent communication skills, both verbal and written, with
the ability to engage diverse stakeholders effectively.
- Demonstrated ability to develop and implement strategic plans,
manage budgets, and achieve measurable outcomes.
- Experience in program development, evaluation, and grant
management.
- Knowledge of the District's Language Access program and ability
to demonstrate implications to the constituent groups.
- Knowledgeable of the grant development and operations
management.
- Ability to work collaboratively with diverse communities and
stakeholders, demonstrating cultural competence and
sensitivity.
- Proficiency in Microsoft Office Suite and familiarity with
database management and reporting tools.
- Knowledge of local government operations and policies
preferred.
- Flexibility to work evenings and weekends as needed for
community events and meetings.
- Commitment to advancing equity, diversity, and inclusion within
the African diaspora and broader community.
Minimum Qualifications
- Qualified candidates should have 3-5 years of community
organizing, stakeholder engagement, or advocacy experience,
preferably in a government or nonprofit setting and with
demonstrated leadership and management roles.
- Ability to speak and write fluently in French, Amharic, and/or
other African languages.
Work Environment
The work is performed primarily in-person in an office setting.
Times in the field are permitted when there is a related event.
Residency Requirement
There is a legal requirement that each new appointee to the
Excepted or Executive Service either:
- be a District of Columbia resident at the time of appointment;
or
- become a District resident within one hundred eighty (180) days
of appointment.
The law also requires that Excepted Service employees remain
District residents during the duration of the individual's
appointment. Failure to remain a District resident for the duration
of the appointment will result in forfeiture of employment.
