Position DescriptionSerco is excited to continue our support to
the F-35 Joint Strike Fighter Program Office (JPO). This contract
provides program management support in support of the full
acquisition lifecycle of the F-35 program, to include development,
production, and sustainment.Our Program Manager, located in Crystal
City, Arlington, VA, supports the F-35 JPO Future Capability &
Technology (FCAT) Directorate in its mission in achieving
Kill-Chain dominance through Intelligence, robust Operational
Analysis (OA), requirements integration and analysis, and Research
and Technology exploration, for all elements of the F-35 Air
System. Our Tech Planning Analyst supports FCAT in leading,
identifying, maturing, informing, and transitioning capability
candidate nominations and integration planning for insertion into
the F-35 Air System Program of Record (PoR), to and on behalf of
the U.S. Services and International Partner countries.Our Program
Manager is responsible for supporting the analysis and management
of projects and related task orders for FCAT Directorate. Conducts
cost management through continual cost control and review. May have
development and budgetary responsibilities. Provides expertise to
F-35 JPO/FCAT to ensure resolution of issues.You will be part of a
dynamic team of F-35 JPO Program Managers and Analysts who work
closely with the customer and other key F-35 National Security and
Allied stakeholders to deliver quality F-35 systems.In this role,
you will:
- Intelligence - Assist FCAT in providing all intelligence
support required across the three Intel pillars of Threat, Intel
Supportability Analysis (SA), and Intel Disclosure/Release by
supporting every aspect of the program. Assist FCAT in serving as
the designated liaison between the Program and the Services and
Intel community; providing constantly updated current and forecast
threat information to stakeholders to drive requirements and
engineering analysis. Assist FCAT in ensuring all intelligence
equities involved with fielding and exporting F-35 (e.g.,
intelligence mission data) are defined, engineered, and
sustained.
- Air System Requirements Assessment, Development, and Approval
in collaboration with External Stakeholders: Assist FCAT in
managing the Pre-PoR F-35 Air System Requirements and in creating,
maintaining, and promulgating a comprehensive Roadmap to inform the
PMOs of risks and opportunities for the F-35 Program. Assist FCAT
in developing the F-35 Flight Plan which provides an integrated
strategy for F-35 capabilities focusing on Participant's future
requirements over the next five to ten years and ensuring
warfighter capability need dates are being clearly communicated to
the PoR activities within the JPO.
- Assist FCAT in maturing and recommending for approval all new
F-35 requirements, developing the Flight Plan and New Capabilities
Decision Memoranda.
- Research and Technology (R&T) - assist FCAT in researching
and assisting in development of technology through discovery,
sponsorship, candidate studies and analysis, maturation,
prototyping, experimentation, demonstration, and transition for
relevant technology solutions for consideration and prioritizing to
transition into the F-35 PoR.
- Strategic Acquisition and Transition Planning (SATP) - assist
FCAT in developing strategy for incorporating capability
requirements defined by the Air Systems Requirements (ASR) team and
technology developed by the R&T team into an acquisition
program that is ready to be incorporated into the PoR and
transitioned to the PMOs for execution.
- Program Strategy - assist FCAT in integrating research and
emerging policy in National Defense Strategy, global geo-political
domains, warfighting tactics, operations, kill chain, applied
technology domain, global business, and market practices into F-35
JPO Program Strategy as well as in providing effective coaching and
maintaining strategic dialogue with JPO and external
stakeholders.
- Governance Structure - assist FCAT in leading Requirements
Working Group (RWG), Operational Advisory Group (OAG), Senior
Warfighter Group (SWG), JSF (Joint Strike Fighter) Executive
Steering Board (JESB) and in assisting with Configuration Steering
Board (CSB) and requirements portion of the U.S. Executive Steering
Group.Transfer requirements from the FCAT to the PoR - assist FCAT
in providing applicable acquisition documentation and planning
materials to the PMOs for execution, in collaboration with the
PMOs.QualificationsTo be successful in this role, you must have:
- The ability to provide onsite support at the F-35 Joint Program
Office (JPO) located in Crystal City, VA a minimum of 2-3 days per
week, each week. Onsite days in the JPO office may increase to
provide onsite support up to 5 days per week to support the needs
of the customer. Exact days in office at the JPO must be
coordinated with F-35 customer and approved by your Serco
manager.
- Experience in program management, technical or business
analysis discipline, in weapon systems acquisition and life cycle
management.
- A minimum of four (4) years out of six (6) of recent work
experience related to analysis and planning.
- At least two (2) years in support of a Major Defense
Acquisition Program (MDAP).
- Bachelor's degree in related field or discipline, or associate
degree plus four years of program management, or technical/business
analysis experience (total of 10 years).
- Leadership experience in US Service-related military operations
or defense acquisition program management related to weapons system
acquisition, employment and life cycle management.
- Knowledge in DoD Instruction (DoDI) 5000.2 (Operation of the
Defense Acquisition System), DoD Directive (DODD) 5530.03
(International Agreements), and the International Cooperation in
Acquisition, Technology and Logistics (IC in AT&L)
Handbook.
- Ability to assist with task support of acquisitions, financial
management, risk management, systems engineering, total ownership
cost determination, acquisition coordination, and
communications.
- Demonstrated knowledge of the principles, policies, and
practices of system acquisition to plan, organize, and coordinate
critical aspects of the development, production, and deployment of
systems, subsystems, and equipment.
- Demonstrated knowledge of the system equipment life-cycle
phases and the documentation, analyses, and reviews associated with
those phases.
- An active DoD Secret security clearance.
- Up to 10% travel.Additional desired skill:
- Experience of working in a Systems Program Office.
- Experience of creating products and working in Microsoft Office
Suite- Microsoft Word, Microsoft Excel (data types, formulas and
functions in the workbooks), Microsoft Powerpoint, Microsoft
